When the tyrant has disposed of foreign enemies
by conquest or treaty, and there is nothing to fear from them,
then he is always stirring up some war or other, in order that

Fear of the Other- Feeding the dragons
Herding the Sheep- Circle the wagons.
Make up the facts- (Facts don’t matter.)
Battle is better- Unravel the banner.
War is a business- Fear is a fever.
You look suspicious- Follow the leader.
